An official at Foreign Affairs Canada has confirmed that Pan Xinchun, the former Vice-Consul General of the People’s Republic of China at Toronto, who was found liable in a Canadian court for defaming Joel Chipkar, a Toronto spokesperson for Falun Gong practitioners, is no longer in Canada after failing to satisfy the judgment against him.
One week prior to the opening of the 2004 Olympic Games in Athens, three Falun Gong practitioners, including 37 year-old Australian citizen Chris Cominos, jointly submitted a criminal lawsuit against former Chinese leader Jiang Zemin, former Vice-Premier Li Lanqing, and Politburo Standing Committee member Luo Gan for genocide and torture.
The Ontario Superior Court directed the Bank of China to seize applicable assets from the Vice Consul General of China, Pan Xinchun’s bank account for refusing to follow a court order to pay damages when he was found liable for defamation last February (news) in an unprecedented case.
