Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, Manfred Nowak

This addendum to the report of the Special Rapporteur contains, on a country-by-country basis, summaries of reliable and credible allegations of torture and other cruel, inhuman or degrading treatment or punishment that were brought to the attention of the Special Rapporteur, and were transmitted to the Governments concerned.

United Nations Special Rapporteurs and Working Groups first began conveying communications and urgent appeals about Falun Gong adherents to the Chinese authorities in 2000. Since then, they have issued urgent appeals for dozens of adherents, transmitted hundreds of cases of concern to the Chinese government, and determined in formal opinions that Falun Gong adherents were detained arbitrarily. After a 2005 mission to China, the Special Rapporteur on Torture reported evidence that practitioners had been tortured to death and held in solitary confinement in labor camps in Shanghai and Beijing, respectively.

URGENT ACTION: 73-Year-Old U.N. Refugee Seized in Russia, Believed at Imminent Risk of Repatriation to China

An ethnic Chinese adherent of the Falun Gong, Mr. Gao Chunman, has been seized by Russian authorities and is believed to be at imminent risk of deportation to China, the Falun Dafa Information Center has learned.

Ms. Mao Hengfeng, aged 44, Shanghai (subject of previously transmitted communications, E/CN.4/2005/62/Add.1, para. 296) (Interviewed in Beijing on 24 November 2005). She alleges that she has been targeted by officials for various petitions she has made to Beijing authorities.

The Special Rapporteur observed that the general conditions of the facility seemed satisfactory. However, he is deeply concerned by the prolonged periods for which detainees are held in solitary confinement. During his visit, he inspected the ‘Intensive Training’ section which houses 10 small solitary confinement cells and was informed by the prison authorities that the maximum duration in solitary confinement was seven days.

The Special Rapporteur recalls that over the last several years his predecessors have received a number of serious allegations related to torture and other forms of ill-treatment in China, which have been submitted to the Government for its comments. He cautions that such information does not necessarily illustrate the state of torture and ill-treatment in a given country, but rather reflects the state of information brought to the attention of the Special Rapporteur. Nevertheless, over a period of time, the number and consistency of the allegations received may be informative.

U.S. Opens Doors to Falun Gong Refugees

With assistance and support from the U.S. State Department, Members of Congress and several NGOs, Ms. Weixun Li arrived in the U.S. last week as a UN refugee. Li had fled China where she had been tortured to the brink of death.
